Serangoon Library is a National Library Board (NLB) public library perched on the rooftop of NEX shopping mall at Serangoon Central. Notably, it holds the distinction of being the first public library in Singapore to be located on a rooftop, giving the Serangoon community a bright, airy reading space high above the bustle of the mall below. It forms part of the NLB's network of public libraries across the island.
The library offers the full suite of NLB services, from borrowing and returning books to digital resource access, study areas and community programmes. Its placement atop NEX makes it exceptionally convenient for commuters using Serangoon MRT station and the adjoining bus interchange, allowing residents to fold a library visit into a routine shopping trip or a daily commute.
As a neighbourhood institution, Serangoon Library is a calm, welcoming corner of Serangoon Central that invites readers of all ages to linger. Whether you are picking up a reservation, browsing the shelves with the family, or simply seeking a quiet hour with a good book, it is a cherished resource that keeps the community reading.
Visited three times and harassed by staff each time. They have a children’s section but their expectations for toddler behavior are unrealistic. Zero empathy. I sent my family outside just to check out our books in peace. Even then I would still get nagged with unsolicited and irrelevant advice.

Overall experience is good just that at around 4pm onwards, the library will be super crowded. They have programme room which is free seating without the need to book table but from 1pm onwards, all tables are occupied. Should add another programme room. Also the library can be very cold too
